Biographical / Historical

In 1979 the Clarksville City Council and the Montgomery County Board of County Commissioners authorized the establishment of a Charter Commission to study the matter of consolidating the governments of Clarksville and Montgomery County and to draft a Charter which would establish and define the jurisdiciton, powers, structure and organization of a consolidated government.

The proposed Charter was filed with the County Election Commission at the end of 1980. A public refferendum was set for February 26, 1981. The Charter faced stiff opposition during the months leading up to the vote and it ultimately failed to pass.
