Biography

The Montgomery County Government Office of Accounts and Budgets was founded in 1964. In January of that year, the Quarterly Court voted to adopt a series of state laws passed in 1957 that pertained to county budgeting, purchasing, and fiscal procedures. The goal was to establish a centralized budgeting and accounting system for the county to streamline fiscal procedures and allow for greater accountability. The director of this newly formed department also served as the county purchasing agent in charge of authorizing purchase orders and subsequent payment for goods and services. This arrangement remained in effect until 1994 when then Director and Purchasing Agent Robert Thompson resigned both positions and recommended that they be split into two separate full-time positions, resulting in the creation of a separate Purchasing Department.
